State higher education laws specify some barriers to enrollment, also called enrollment denial reasons. An application may be denied at two points due to enrollment impediments:
- If there is no offer of a study place to the applicant, this is a reason for refusal of enrollment. This is determined in the formal examination of the applications and communicated to the applicants.
- Despite admission, there may also be obstacles to enrollment in the enrollment process. If the semester fee is not paid or documents are not submitted, enrollment may be denied. In the case of notifiable reasons on the part of the applicant, enrollment may also be denied under certain circumstances.
